Изобрёл методику выделения лактозы из молочной сыворотки.

Родился в семье известного литератора, поэта-переводчика П. И. Вейнберга.
Учился в Петербурге и закончил курс физико-математического факультета Санкт-Петербургского
университета в 1892 году. Тогда же им закончена его первая научная работа. Выдержав
магистерские испытания, он стал приват-доцентом Новороссийского (Одесского) университета,
где и протекает его жизнь до 1907 года. За это время он несколько раз ездил в научные
командировки за границу, где знакомился с постановкой лабораторного преподавания и сам изучал
движение ледников. Он защитил магистерскую диссертацию „О скорости
света“ — огромную книгу критико-обзорного характера, а затем и докторскую
„О течении льда в ледниках“.
Профессор Томского технологического института (1909—1924). Организовал 23 магнитные
экспедиции (1909—1914). С 1924 года директор, затем действительный член Главной
геофизической обсерватории. С 1927 года руководил работами по гелиотехнике. Разработал
методику расчёта солнечных установок, автор ряда изобретений по гелиотехнике (солнечные
паровые котлы, опреснители и др.). С 1940 года заведующий отделом НИИ земного магнетизма.
В 1906 году предложил теорию движения льда по наклонному руслу. Изучал движение арктических
льдов в Арктическом институте, что привело к практическим выводам о прочности ледовых переправ
и др.
Вейнбергу принадлежит около 500 работ разного значения и объёма — от
заметок до больших книг. Из них многие имеют методический и методологический
характер — это тоже один из любимых предметов Вейнберга.
Погиб в Ленинградскую блокаду. Последней работой учёного была консультация сооружения ледовой
дороги через Ладогу.

Российский астроном. Первые его работы относятся к наблюдениям протуберанцев Солнца,
падающих звёзд, определению смещений линий в спектрах. Был старшим астрономом
Одесского отделения Пулковской обсерватории; произвёл обширный ряд наблюдений пассажным
инструментом для определения прямых восхождения основных звёзд (напечатаны в трудах
Пулковской обсерватории).
Являлся участником товарищества „книгоиздательство „Mathesis“.

Arthur James BALFOUR

Английский государственный деятель, дипломат, один из лидеров консерваторов.
С 1874 года по 1922 год был членом палаты общин,
затем, получив титул графа, перешёл в палату лордов. Будучи личным секретарём
своего дяди, министра иностранных дел лорда Солсбери,
Бальфур сопровождал его в 1878 году на Берлинский конгресс.
В кабинете Солсбери занимал ряд постов. В 1887—1891 годах —
министр по делам Ирландии.
В 1891—1911 годах возглавлял парламентскую фракцию консерваторов.
В 1891—1892 и 1895—1902 годах (с перерывом) — первый
лорд казначейства, в 1902—1905 годах — премьер-министр.
Во время англо-бурской войны 1899—1902 годов занимал крайние
империалистические позиции. Проводя политику отказа от „блестящей изоляции“,
Бальфур добился расширения позиций Великобритании в Китае, был одним из творцов
агрессивного англо-японского союза 1902 года,
направленного против России, и англо-французского соглашения 1904 года,
послужившего в дальнейшем основой Антанты. В годы первой мировой войны Бальфур входил
в коалиционные кабинеты в качестве морского министра (1915—1916)
и министра иностранных дел (1916—1919) и проводил политику, рассчитанную
на разгром Германии.
В ноябре 1917 года опубликовал декларацию о создании еврейского „национального
очага“ в Палестине.
В 1919—1921 годах входил в коалиционный кабинет Ллойда Джорджа.
В 1919 году участвовал в качестве английского делегата в выработке и подписании
Версальского мирного договора, а в 1921—1922 годах — в работах
Вашингтонской конференции. В 1925—1929 годах входил в консервативный кабинет
Болдуина, но видной роли не играл.

Къ многочисленнымъ прекраснымъ изданiямъ „Mathesis“ прибавилось еще одно (Ветгэмъ), за которое нельзя не благодарить это дѣятельное издательство, какъ оно само себя называетъ. Весьма удачный выборъ книгъ для перевода, безукоризненность самого перевода и изящность изданiя — вотъ чѣмъ характеризуется дѣятельность „Mathesis“.
